We are currently representing a well known real estate REIT in seeking a contracts and procurement manager to drive procurement strategies and implementation for the organization. Key Responsibilities:
- Develop market intelligence capabilities by analyzing market and delivery trends.
- Aid the Manager in updating procurement strategies based on evolving market conditions.
- Support the Manager in implementing best practices in procurement and vendor management to meet operational goals.
- Attain long-term savings, such as consolidating hard and soft service contracts.
- Monitor contract expiry dates to ensure timely issuance of tenders or RFP/RFQs.
- Ensure adherence to procurement guidelines and selection criteria for contract awards, including Price/Quality scoring methods.
- Collaborate with key stakeholders to prepare award recommendations and secure necessary approvals.
- Assist the Manager in improving efficiency and productivity in contracts and procurement management.
- Comprehend financial regulations thoroughly, adhering to internal standards, controls, policies, and procedures for procurement.
- Negotiate terms and conditions for contract awards.
- Aid the Manager in timely annual budget preparation for assigned stabilized listings, including justification in submissions.
- Work closely with the property management team.
- Conduct monthly governance meetings with contractors, conducting performance reviews and ensuring contractual obligations are met.
- Assist with variation orders, additions/omissions, and contract time extensions.
- Ensure closure of final accounts and resolve outstanding invoice issues due to contract expiry as needed.
- Assist in managing legal/audit issues related to contract administration.
- Provide guidance and mentoring to junior staff when necessary.

Key Requirements:
- Diploma/Degree in Quantity Surveying, Contracts Management, Building Management, Supply Chain Management, or equivalent.
- Proficiency in procurement and sourcing, vendor management, contract management, contract negotiation, and price negotiation.
- Preferably 5 to 8 years of relevant experience.
- Experience in setting up Procurement IT Systems would be advantageous.
